To be honest, I haven't used this year's jury
tool and don't know how
the registration system works. I therefore apologize if I misunderstand
the intentions and how it works today. However, ideally (from my
experience) the admin should set up all the user names in order to save
time for the judges who are not necessarily tech-savvy. For example, on
our jury aside from the Wikimiedians, all the judges are either
professional photographers or restoration experts/curators. One or two
of them rarely use a computer at work, and one judge doesn't have a
personal email address. Maybe in other countries you don't have this
problem, but for us if we forced the judges to register, they might
simply not be able to judge.
