This is interesting: so it is possible to get a license for the use of the logo if used apprppriately.

This is a good point, but I'd imagine the WMF can grant a license for use of the logo. This seems like an entirely appropriate and favorable use, but IANAL. If you send an email to trademarks@wikimedia.org explaining the usage, they should be able to draw up a license agreement.

I guess it would be OK for free samples - but in fact - these extra copies which are about to be purchased by chapters is a subject of commercial use of Wikipedia logo by third party :-)
