The problem, we cant contact the users as there is no option "send email"... meaning we cant notify him (or asking to get the file in a better quality)..
According to the rules, a user without email cannot participate, but before we ignore his winning, any idea or help tracking and contact him?

To start with, I would write on her talk page on Commons and in Hebrew Wikipedia. Simultaneously, to search for this image (possibly a compressed copy) elsewhere.
If she does not react, this is probably it.
