My takeaway from the executive summary of the article is that organizations should pay more attention to developing leaders within its ranks, so that when a vacancy does happen at the top, the best candidate to step up into it would come from inside. If an organization hasn't done that development work, and doesn't have a strong succession plan, then hiring from inside might not make sense.
That is all in generic abstract terms. I am not in a position to say whether any of it should apply to the WMF right now. Hopefully whoever steps in as the permanent ED will put some effort into succession planning and leadership development as part of their work.
