One of the core intentions of Wikimedia projects is to make information freely available to everyone.
You can access free to charge the websites of the WMF-projects, you can download a database dump. There are efforts to get access to Wikipedia on mobile devices without data charges.[1]
But some people have to use an internet connection that is censored [2] or are just not comfortable with the idea that others way be monitoring there internet activity’s.
There are software solutions to access websites with high anonymity and that are difficult to block access to. I think about TOR [3] and I2P [4]. Tor has a larger userbase then I2P but the second is especially designed to host services inside I2P while Tor is a proxy-system to clearnet that supports also hidden services.
Both systems support anonymous web hosting. If you can get TOR of I2P to work you can access the hidden websites available on that network.
But off course you can only access websites that exist on that network.
End of 2014 Facebook made there website accessible on the TOR-system [5][6] . That is so far I know the only big name.
Encyclopedia Dramatica, using MediWiki, is also on TOR [7].

Making the projects available on TOR and I2P as a hidden website. I see only positive aspects by doing it.

This will get positive press coverage # some people are against TOR/I2P because it is a freehaven for pedophiles.
