I would not comment but it's important to define if this gap has been minimal in the past.
If the femal participation has always been under the 10% (in 10 years) within a community, probably there are some infrastructural problems to be analyzed.
The expected impact can be perceived as a temporary "bother" by the current community and refused when the support will finish.
