I want to use it to illustrate something I'm building in the Wikipedia domain on the en-wiki, so I'd like to know this for sure. Who's a good person to ask; or, will they come here instead? :)
I thought that WMF logos can be used freely within the projects, however that's arranged legally, and thought it was strange that this would be an exception.

I doubt this logo crosses the originality threshold. The logo is probably public domain. That said, it's definitely a trademark of the Wikimedia Foundation, and should be marked as such.
