In such a long text, "we" can obviously refer to both "the Foundation" and "the community" (both of which Erik is a member of), depending on context. There would be little point in Erik asking "Do we want discussions to occur in document mode, or in a structured comment mode?" on a public mailing list, when he just wants to ask a Foundation-internal question, right?
