Yeah, there is local upload in Ukrainian Wikipedia enabled, unfortunately But one needs articles where these pictures can be used, of course

With a very few exceptions, pictures of these monuments can not be uploaded on Commons due to the lack of freedom of panorama in Ukraine. Unfortunately, most of the Ukrainin users do not understand the concept of freedom of panorama and upload them anyway. In such cases, the files must be nominated for deletion.

Is there an exemption on the Ukrainian speaking Wikipedia (such as Non-free content on english Wikipedia or modern building on french Wikipedia) ?
