This is a good point, but I'd imagine the WMF can grant a license for use
of the logo. This seems like an entirely appropriate and favorable use, but
IANAL.
If you send an email to trademarks(a)wikimedia.org explaining the usage, they
should be able to draw up a license agreement.

I guess it would be OK for free samples - but in fact - these extra
copies which are about to be purchased by chapters is a subject of
commercial use of Wikipedia logo by third party :-)
