Is it possible to set up a universal spam filter that will apply for all Wikimedia email lists? For example, would it be possible to have a master list of blackslisted sender email addresses that all lists will check for blocked senders before putting an email into the moderation queue for individual lists?

This is tracked as https://phabricator.wikimedia.org/T105093 in Phabricator though has an upstream dependency of Mailman version 3 in order for this to be implemented without going to the mail handler level. It's been discussed about implementing this at the level above mailman though there has been no strong gains to implementing a blacklist for exim which increases the workload of ops.
A global spam filter feature is in Mailman 3 however. Though the time to upgrade to it is at minimum 2016 depending on how quick development goes and the rate of adoption of for other installations. There is no plan for Wikimedia to become an early adopted of the version for a critical part of the infrastructure.
