Phabricator though has an upstream dependency of Mailman version 3 in order
for this to be implemented without going to the mail handler level. It's
been discussed about implementing this at the level above mailman though
there has been no strong gains to implementing a blacklist for exim which
increases the workload of ops.
A global spam filter feature is in Mailman 3 however. Though the time to
upgrade to it is at minimum 2016 depending on how quick development goes
and the rate of adoption of for other installations. There is no plan for
Wikimedia to become an early adopted of the version for a critical part of
the infrastructure.
