I think the reason it's not currently easy to do is the fear of abuse.
Block a user, they complain about their blocking, get tired of hearing
their complaints, block their ability to send wikimail, tada, they
have no further recourse against possibly unfair actions.
That's not to say that's what's going on here, but rather, that's the
situation which is being guarded against.

Perhaps we could limit sending mail if their talk page is protected?
Isn't it better that this function is completely separate? I.e. a button to
press, or similar, saying "prevent this user from sending wikimail"? If the
function is performed by admin, bureacrat, steward isn't important to me. I
just think the possibility should be there
Should I understand your reply as "there is currently no such function"? Is
it possible that this never happened to any other wiki? Sure there are
bigger problems, but...
