Hoi, This is not necessarily true. A blocked user should be able to send a message to an OTRS queue. There it will be dealt with by people who are not likely to be the person who is part of the situation. That is in essence a good thing because it de-escalates.
Oh, and by the way when you do OTRS work, it is not uncommon to hear some "complaints".. :)

That's not to say that's what's going on here, but rather, that's the situation which is being guarded against.

Perhaps we could limit sending mail if their talk page is protected?
Isn't it better that this function is completely separate? I.e. a button to press, or similar, saying "prevent this user from sending wikimail"? If the function is performed by admin, bureacrat, steward isn't important to me. I just think the possibility should be there
Should I understand your reply as "there is currently no such function"? Is it possible that this never happened to any other wiki? Sure there are bigger problems, but...
