To keep Netscape 4.x from completely screwing up every page's layout and
crashing on most of them.
On the one hand, occasional mild aesthetic inconvenience for a small
minority of people who use an obscure feature of some browsers...
On the other hand, complete failure of the site to function for a small
minority of people who use an older, and *almost* but not quite dead
browser.
