Just to clarify, I consider test to be the domain of developers, and any
sysops who are appointed there are guests. If any sysop (or indeed, any
user at all) gets in the way of development, testing and debugging, I
reserve the right to desysop them and block their country of origin.

Perhaps just desysoping them is enough and you don't really need to
block their country entirely ?
