A while ago there was an open developer account, called Dev, with
password "dev". However, people were using it in ways which annoyed me,
so I killed it. Hence, we no longer have an open account on test.
It later occurred to me that allowing developer or sysop access on test
is potentially insecure, because people can use Special:Asksql with a
database specifier to query the databases of the live wikis.
Special:Asksql is currently disabled for unrelated reasons, so there is
no risk that I know of to giving people sysop access. I'm happy with
giving sysop access to anyone. I don't see any reason to limit it to
trusted users. If someone screws it up, we can always reinitialise the
database.
