If you are referring to the wiki/config and the wiki/ directory, yes -
both have full write access for the apache web user. Are there any
other permission changes that need to be made?
Any clue as to what file this error is referring to?

Can you check your directory config got enough right for the user apache
is running under ? It might use write access.
