It might be a good idea to add this to the INSTALL file for people who
don't have write access to the /tmp directory. I don't recall having
this problem in 1.2.2

Sounds as if you don't have write permissions to /tmp. The parsed
template is stored there usually. You could adjust line 72 in PHPTAL-NP-
0.7.0/libs/PHPTAL.php to something else than /tmp/, another solution
would be
