If people don't want to correct this page (I understand why, and I guess there are the same on others wikisources), it should be tagged as "Without text" (meaning in this case : without text related to the book). But in no way it could be tagged as "Validated", as no contributor gave any effort on this ! This is very irrespectuous toward other wikisources that apply the "Without text" system.
If you don't like the name "Without text" or think it's not appropriate, then de.ws could change it ; but the principle is right.

Transcribing and proofreading it would be as waste of time, as it is no integral part of the novel.

It is not a part of the same work.
Advertisements are a _different_ work, and it has not been transcribed.
It should be marked as a incomplete.
Advertisements are also sources....

I interpret "without text" as meaning completely blank. If the page contains ads or other material put in there by the publisher it should be noted, even if it serves no purpose to reproduce the material. Material that was added after publication, and is specific to that copy, could be treated differently. If it once belonged to a famous writer who made notes within the book, that would be important information that should be noted.

The proofreading level 0, named "without text" at en.ws, has been added for pages that do not require double proofreading, as an aid to speedup proofreading. It just means "hi guys, you don't need to check this page after me".
it is a terminal state (like level 4), which means that the state of the page is not supposed to be changed anymore.
It is up to the community to decide whether this should apply only to blank pages, or also to pages with very short titles, or images, etc. The state can be renamed differently if the community finds that "without text" is misleading.
