It is dangerous to misunderstand non-technical copyright notices. The
page cited above quotes a notice on the "Journal": "access to the site
is completely free and not subject to any conditions." This has
nothing to do with re-use possibilities we need. The statement
"However, legislative material is treated as being in the public
domain for end-users" isn't useful. Public domain for the end users
means in my interpretation that commercial re-use is forbidden and
thus the notice is absolutely worthless for WS.
