If it is officially maintained, this may avoid folks becoming confused
about which organizations on the main Reports page who have not
managed to achieve their reporting requirements to comply with their
contract/agreement with the WMF, no longer have a valid contract. As
this is a legal decision, there should be no need for grey areas.
