For "big" projects, especially controversial things like Flagged Revisions, that itself can take a long time, trying to work out how policies should be worked out -- what aspects of the software need to reflect policy, and what aspects of policy need to reflect new capabilities (and limitations) of the system.

Sorry, I am lost at this point. I though Flagged Revisions is a business of each project: for instance, we have them in ru.wp, and it took a long time to introduce the flagged revisions, including a broad discussion inside the project. But I do not believe it is a matter of general discussion for instance on meta with the implication that all projects adopt them. AFAIK our ruled and rules on de.wp for flagged revisions are very much different. Is this what you mean?
