In Russian Wikipedia, these "slogans" such as "догнать и перегнать швекипедию!" ("let's leave swekipedia behind!"), "долой шведские стабы" ("throw Swedish stubs away") and others, related to the events you've mentioned, are having joky nature; no malicious intent or harassment is behind.
In the announcement I made in sv.wp over the "Swedish week" I made it clear that this is a gesture of respect for the Swedish culture. I am sure Lars got it right, and his contributions to the ru.wp "Swedish week" page with the suggestions of possible new articles are very much appreciated. I am actually now editing an article I would never start without his suggestion.
After all, the project is about spreading information, and I think it is good that the information on ru.wp will be a bit Swedish-focused for couple of weeks, so that people who have never been to Sweden and never developed any particular interest in Swedish culture will get their chance to learn more. I am actually surprised how successfull the event seems to be up to now - more than 60 new articles created, several images uploaded, there will be surely more coming.
