The DMCA does indeed prohibit distribution of circumvention devices. I can't find a thing in it about "numeric values".
*All* discrete information can be encoded as a numeric value. By converting a program/file/key to it's numeric value you haven't found a gaping loophole in the DMCA.
Do not think that just because you've converted something to a huge integer, it suddenly becomes public domain and harmless.
