He isn't asking Dariusz to leave the board, but the position of chair of a particular committee on it. While I have no idea if this is called for either, it seems an important distinction.

Note that partial successes are not also represented, if one just checks the overview result; it's a simple binary system. Plus, not reaching that 75% target of completely-successful goals, is perhaps also attributable to the intense and widespread stress of that time period...
