A mobile interface for every single Wikipedia we have exists already, yes. (But some do not have real homepages, some are in English, etc.)

The "homepage" bit shows up when we have a translation of the interface, but no defined home page. There are two ways to set up that home page, and Hampton explained them here: https://bugzilla.wikimedia.org/show_bug.cgi?id=22637#c1

Nope, I think Hampton updates the translations every week or so. (He does this automatically, a bugzilla ticket isn't needed.)
