Hoi, Each Wikipedia has its own community. The notion that one Wikipedia detracts from another is not really based in fact. There are several language versions that are struggling. There are many reasons that can be identified for this. There are many projects that are doing ok and we try to learn from what it takes to make a successful project. One of the things we did to prevent too many unpleasant surprises is the Incubator, another is the insistence on a functional localisation. There is no such thing as "resources spread too thin" there are cases of not enough resources. When there are not enough resources, projects are "closed".

Success is relative. The English language Wikipedia will not aid the survival of the English language. Consider that the Bangla Wikipedia is the biggest on-line resource in the Bangla. Bangla will also not be saved by Wikipedia. But for other languages Wikipedia makes a REAL difference. When there is a proper localisation for MediaWiki, it can be used outside of the WMF as well.
No, the English language Wikipedia may bring in most of the funding even most of the readers but it does not make the same difference as several projects in other languages do.
