But whether the language is extinct or not is largely irrelevant; what really matters is whether there would be a large enough community to sustain a Wikipedia in that language. If it's an extinct language that doesn't have a lot of support and the wiki would languish in obscurity, don't create a new Wikipedia for it. If it's an extinct language with widespread interest and the potential for a large community (such as Latin, which I see we already have), go for it.
That would probably apply well to conlangs as well. Esperanto has a vast interest and support base, Volapuk ... doesn't really.
