Personally, I am a big believer of a John Wooden quote, "Failure isn't fatal, but failure to change might be". So, all the best to the Wikimedians of Hong Kong. I have been in touch with WMHK and Wikimedians in Hong Kong since their application for Wikimania and have been at Wikimania and it was great. There has also been some other activities and efforts which we must acknowledge and we should appreciate all that has been done towards our common goals, even or especially as some things - like running the chapter - did not work out. That is not a failure as many other great things have happened.
