The bit of the board resolution that Ting quoted (and confirmed as still standing) says "all" projects. That means the Board has already made that decision and Sue has no choice in the matter. The resolution leaves Sue a lot of discretion in terms of how the feature will work, but not on the subject of whether the feature will be implemented.
