As far as I know this was only ever in a first iteration draft recommendation https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2018-20/Recommendations/Iteration_1/Diversity/9 of the Strategy process, and faced strong opposition https://meta.wikimedia.org/wiki/Talk:Strategy/Wikimedia_movement/2018-20/Recommendations/Iteration_1/Diversity/9 so went no further.
With regards to this particular image the Diff footer and Commons file page https://commons.wikimedia.org/wiki/File:Pi%C3%B1a-Seda-_Pineapple_and_Silk_Cloths_from_the_Philippines_12.jpg both indicate it is in fact released under CC-BY-SA 4.0. The caption on Diff should probably be adjusted to avoid confusion.

We at Wiki Project Med Foundation have started NC Commons https://nccommons.org/wiki/Main_Page to help facilitate the use of NC and ND licensed material within mediawiki installs. Not all countries, like the US, release government content public domain. Most, if they use openish licenses actually go with NC ones such as South Africa which we have here https://nccommons.org/wiki/Category:Photographs_by_GovernmentZA.
We are looking for help with batch uploading of NC and ND licensed material to NC Commons. We are working to move the data storage to Internet Archives as part of a collaboration with them to cut down on our hosting costs after which we want to look at importing Ted Talks and Khan academy videos.

Describe what you want to do and what you want to achieve, and in what way it contributes to filling a gap on the platforms, and the Helpdesk will do what it can to help. The support can be anything from technical and batch uploads to policy-making or advocacy. We look forward to getting your proposals!
We also want to invite Wikimedians to join the work. We plan to establish working groups to support with anything from communication to advocacy and actual uploads.
