Working groups are currently working off-wiki on a new version that will soon be submitted to discussion again. Current versions are indeed not being updated (I think they are not meant to be). perhaps that section could be updated to reflect that:
"[recommendations not needing the legal authority of the board] will then be further delegated to other community mechanisms and structures for approval or further consultation."
