Would this sort of thinking be why it's almost impossible for someone from en: to become a steward these days?

Hoi, For someone to become a steward, there has to be something that he / she brings to the table that makes him / her do a good job. Considering what a steward does, it makes sense for a steward to speak multiple languages. The question that I would ask you is: is being a steward of political or is it of functional importance? Most people want someone to be a steward so that he can do things effectively and consequently it is hard for English only people to become a steward. Thanks, GerardM
