The category trees are pathological in every way. Unless you try to regularise the category system for the purpose of making the filter easier to implement, which I predict will lead to *considerable* community resistance and obstruction.
As I said; you can't cover every situation. But you can engineer around the basic hierarchy - and leave the rest to a button saying "add this image to my filter".
I don't see that as a major roadblock.
