I won't speak for the Foundation, but my understanding is that sampled click-rates were measured on the live site, so it would have been a representative sample of our visitors.
Ah. But were they sampled percentage of *sessions* that clicked an interwiki link at least once, or just percentage of clicks from the gross amount of clicks? I think the former is significant, while the latter is much less so.
