If you ignore the banner and scroll down, then later accidentally move the cursor over the banner, the article scrolls up to the top, losing your place. That could be annoying, especially on long articles.
It happens because the collapsed banner has position: fixed, whereas the expanded banner has position: absolute.

We just were playing around with the hover banners to see what kind of effect they might have. They're not up now. And probably won't come back.
