This refers to the Share functionality which is in the overflow menu. That's kind of functionality is built-in to Android and is super easy to implement.
Does it support uploading media to Commons?
No. It's in our longer-term plans for the Wikipedia app to do so, but that feature is not planned for any time soon.
Does it fix the problems with the official Commons app?
No, but it's not intended to right now, per the above.
If so, can they share a library which would allow the Commons app to
be more of a specialised front-end to the same functionality that the WMF mobile apps team are developing for Wikipedia?
All of our code is open source and freely licensed, so anything that we're using is already publicly available and free to use and could be adapted to the Commons app.
