CEE Hub voting recommendation for the Movement Charter ratification

Hi everyone, The ratification of the Movement Charter is a key step towards implementing the recommendations and goals that we all together in Wikimedia have been working on since 2017. The Wikimedia CEE Hub and its Steering Committee, with its 10 members from 9 different countries of the CEE region, recommends ratifying the final version of the Movement Charter. This follows discussions and consultations with the CEE communities over the last few months, including presenting the opinions and views of those communities who could not attend the Wikimedia Summit. We acknowledge that the Charter is lacking in certain aspects (as detailed below), but the direction of the Charter provides opportunities and possibilities for communities and affiliates that can serve as the foundation for the further development of Wikimedia towards a more equitable and fair community. The CEE Hub has provided an analysis of the Movement Charter <https://docs.google.com/presentation/d/1Pz5irzyJb2GeJZFPGFi6qIGXj-2BHP5l1nF…> that serves as the basis of this recommendation, and includes the following arguments for ratification: - Volunteers and communities are given the right to demand a “Care Responsibility” from their local affiliate, their regional network and the global movement bodies. - Communities are held to certain standards of equal access and openness, which, while a non-issue in most communities, will also make it easier to hold projects accountable that do not follow this principle. - Movement Bodies (including affiliates and hubs) have stated rights and responsibilities that can be argued at an independent body, including disputes with the Wikimedia Foundation. - The right to fundraise is stated and provides the basis for a future dialogue on what the financial sustainability of Wikimedia should look like. - The Wikimedia Foundation is treated as a supportive part of the Wikimedia Movement and not as the superior decision-making organisation. - The new core of the global governance structure, the Global Council, has the necessary tools to bring meaningful change to the way we work together. While these arguments merit ratification of the Movement Charter, the following aspects will require the attention of the first Global Council: - Relationships between key Wikimedia stakeholders, like the one between the Wikimedia Foundation and the Global Council, will have to be defined in more detail. - The budgetary planning process of all movement funds will have to become a truly participatory process under the guidance of the Global Council and include a long-term strategic plan. - The transition to or establishment of new decision-making structures should not result in parallel processes and putting more burden on volunteers and communities. - Decision-making processes should be located as close to those affected by those decisions, instead of continuing centralised decision-making that does not solve the causes of our current structural and organisational issues in Wikimedia. Good and Featured articles promotion time

Hi there, I have a question about the right way to extract the accurate time (or revision ID) of when an article becomes a featured article (FA) or a good article (GA). The first and most straightforward method I tried was to extract the first time that a {{featured article}} tag (or a {{good article}} one) is found in the article revision text. However, in some cases, this yields weird results, such as an article being an FA on the same day it was created. Another method I tried (without much success) was to extract this information from the article talk page under the "Article History" section. However, not all pages have this section, and I'm not sure how reliable this information is (are all editors adding the date when the article got a promotion or maybe the nomination date?) So, I wonder if anyone can advise on the best way to extract this information in the most accurate way. Isn't there any database table that holds such information? Thank you all in advance! Abraham

Wikimedia Foundation Bulletin: an experiment

Dear all, Please read below if you want to provide constructive feedback on improving communication from and about the Wikimedia Foundation. It is quite difficult to meet everyone’s communications expectations in every channel and format, so the goal is to keep trying new things to see what can be improved. The Wikimedia Foundation Bulletin [1] is an experiment to establish a more standardised format and cadence which would include headlines and links from the Wikimedia Foundation's technical work, and also work with communities, and affiliates as well as other stakeholders like readers, donors, regulators, the media and the public. Past feedback that has informed this approach suggests that: (1) regular top-line communication seems to be the best way to be connected; (2) the communication should be with a known publishing frequency, and that any additional communication in between is only if something urgent happens; (3) there should be links to other specialised newsletters, updates from the Foundation, and searchable archives of previous editions; (4) and that this type of connection would be beneficial to avoid over communicating. A new edition of the Wikimedia Foundation Bulletin is envisioned to be published bi-weekly. You can subscribe to the bulletin <https://meta.wikimedia.org/w/index.php?title=Global_message_delivery/Target…> via talk page delivery on any Wikimedia wiki. Based on your feedback, a potential commitment to this form of communication would be planned for the 2024-2025 fiscal year. The headlines would focus on the Foundation's work (including the Board) — planned office hours, meetings, ongoing public conversations, community feedback rounds, open issues, updates, etc. Regularity and predictability would also help the multilingual reach of our communications by helping all translators plan their time, knowing when something would be coming their way. It would also help the teams at the Foundation know when and where to share information into this aggregated source to be included in the bulletin. This experiment described above is aimed at asking for initial feedback on the idea. If this experiment is successful, it can provide a single point of standardised and aggregated information from the Foundation with many links to more detailed sources. If the concept works, additional time and effort can be dedicated to making the format more attractive and functional; but if not, the Foundation will not go down this road, and can try something else. And apologies in advance about the design—or lack of it. There is interest in improving it further, but for a prototype, content and speed were prioritised over the form :) As a note: regular communications from the Foundation will continue as they are while we all learn if the Bulletin is a better way to aggregate information.
