The Community Affairs Committee of the Wikimedia Foundation Board of
Trustees would like to thank everyone who participated in the recently
concluded community vote on the Enforcement Guidelines for the Universal
Code of Conduct (UCoC)

The volunteer scrutinizing group has completed the review of the accuracy
of the vote and has reported the total number of votes received as 2,283.
Out of the 2,283 votes received, 1,338 (58.6%) community members voted for
the enforcement guidelines, and a total of 945 (41.4%) community members
voted against it. In addition, 658 participants left comments, with 77% of
the comments written in English.
We recognize and appreciate the passion and commitment that community
members have demonstrated in creating a safe and welcoming culture.
Wikimedia community culture stops hostile and toxic behavior, supports
people targeted by such behavior, and encourages good faith people to be
productive on the Wikimedia projects.
Even at this incomplete stage, this is evident in the comments received. The
Enforcement Guidelines did reach a threshold of support necessary for the
Board to review. However, we encouraged voters, regardless of how they were
voting, to provide feedback on the elements of the enforcement guidelines.
We asked the voters to inform us what changes were needed and in case it
was prudent to launch a further round of edits that would address community
concerns.
Foundation staff who have been reviewing comments have advised us of the
emerging themes. As a result, as Community Affairs Committee, we have
decided to ask the Foundation to reconvene the Drafting Committee. The
Drafting Committee will undertake another community engagement to refine
the enforcement guidelines based on the community feedback received from
the recently concluded vote.
For clarity, this feedback has been clustered into four sections as follows:
1.
To identify the type, purpose, and applicability of the UCoC training;
2.
To simplify the language for more accessible translation and
comprehension by non-experts;
3.
To explore the concept of affirmation, including its pros and cons;
4.
To review the conflicting roles of privacy/victim protection and the
right to be heard.
Other issues may emerge during conversations, particularly as the draft
Enforcement Guidelines evolve, but we see these as the primary areas of
concern for voters. Therefore, we are asking staff to facilitate a review
of these issues. Then, after the further engagement, the Foundation should
re-run the community vote to evaluate the redrafted Enforcement Outline to
see if the new document is ready for its official ratification.
Further, we are aware of the concerns with note 3.1 in the Universal Code
of Conduct Policy. Therefore, we are directing the Foundation to review
this part of the Code to ensure that the Policy meets its intended purposes
of supporting a safe and inclusive community without waiting for the
planned review of the entire Policy at the end of the year.
Again, we thank all who participated in the vote and discussion, thinking
about these complex challenges and contributing to better approaches to
working together well across the movement.

announce that Wikimania Singapore will be held at the Suntec Convention
Centre <https://www.suntecsingapore.com/>.
Located in the heart of downtown, Suntec is a short walk or ride away from
many of Singapore’s top museums, libraries, galleries and tourist
attractions. Visit the National Gallery, the Art Sciences Museum, the Asian
Civilisations Museum, the National Archives, the Esplanade, Gardens by the
Bay, world-famous hawker centres, and much more.
Suntec has a combination of open exhibition spaces, large halls and small
and medium sized conference rooms to host our plenary sessions,
discussions, workshops, poster sessions, and group socials. It also has the
technology to support both the in-person and virtual components of
Wikimania.

Dear all,
A good annual plan provides staff with clear direction for the upcoming year. It builds on the long-term strategy and on the organization's core values. It takes the external trends and forces into account that affect the organization's ability to fulfill its mission. It is written in a language that is understandable. It sparks excitement about the road ahead, while creating a shared understanding of what success looks like and how to measure it.
Measured against these criteria, the Wikimedia Foundation's annual plan for 2023–24 is an enormous improvement over previous documents of this kind and I'd like to take the opportunity to thank everyone involved in creating this plan for their hard work.
The plan does a great job at providing context and is also honest in its assessment of what went wrong in the past, as well as about the general situation we're currently in. It acknowledges that "there are activities where others in the movement may be better placed to have meaningful impact". It is honest about the collective "strategy fatigue and loss of momentum" we've been facing for a while now.
With regard to the high-level picture, the plan describes clearly how the ongoing change in search habits on the web and the advent of generative AI have the potential to affect our projects significantly going forward. When you dig deeper you'll find all kinds of little nuggets that address technical and non-technical issues we've been dealing with over the past couple of years.
I found the plan easier to read than comparable documents we've seen on Meta and elsewhere. As a non-native English speaker, I particularly welcome this change!
On this list and on our wikis we've traditionally been quick in pointing out flaws and what's not working well. I hope this email is a step toward a world where we're equally as fast when it comes to providing positive feedback whenever appropriate.

On the face of it, this seems a miscategorisation. However, the
recommendations aren't *bad*, and they're stuff we basically do anyway
- though through volunteer editors, not the Foundation.
The main nuisance will be a report as if we're Facebook.

Hi everyone,
The comment period for changes to the Terms of Use has closed as of April
24, 2023. On behalf of the Legal department and the Foundation, I’d like to
thank everyone who offered questions, comments, or even just stopped by to
read through the page out of curiosity! We were pleased with the quality
and volume of comments. They have been integral to creating a Terms of Use
document that will serve the community and the projects going forward. Even
when some feedback could not be directly integrated in changes in the terms
of use text, we’ve still reviewed your comments and they have helped
influence the Legal department’s other policies and work.
We have shared a couple of draft iterations during the 60 day comment
period. The next step will be for the legal team to take some time to
review everything, draft a final version that will be published in mid-May
on the Meta consultation page[1], then we will finalize the approvals and
put the update officially on Foundation wiki.
