Wikimedia Research Showcase [1] is almost six years old and we're
using the birthday opportunity to step back and reflect on the past,
celebrate the contributions by more than 70 speakers and many of you
who participated in the discussions, and plan for its future.
We would like to ask for your input as we're thinking about the future
of the Research Showcases. We want to hear from those of you who
participated in the showcases and/or watched them, as well as those of
you who decided this is not something for you. :) In order to gather
your input, we have put together a survey that we'd appreciate if you
participate in.

Statement about the Spanish new Royal Decree-Law of public security
On November 5th, The Official State Gazette (BOE) published the Royal
Decree-Law 14/2019
(https://boe.es/boe/dias/2019/11/05/pdfs/BOE-A-2019-15790.pdf), which
was passed on October 31st, whereby the General State Administration
reserves the right to suspend, exceptionally and precautionary, the
transmission of data and the connection to Internet claiming reasons of
public order.
According to Chapter IV, modification of the Law 9/2014 of General
Telecommunications, the State reserves the right to take over any types
of infrastructure, network, service or digital resource that may affect
public security within the framework of national defense. The power of
immediate action is granted to the Government of Spain for the closure
of websites and other services through the Ministry of Economy and
Business, as well as the control and operation of all networks during
transitory periods described as exceptional. No prior judicial
requirement is needed.
From Amical Wikimedia we hereby express our profound disagreement with
this new decree and our growing concern for the restriction of digital
rights in Spanish territory. First of all, the lack of debate on this
law in Parliament, its approval under a caretaker government, during the
electoral campaign and under the formula of a royal decree-law
represents a drastic regression of the freedom to information in key
moments. Secondly, vaguely defined concepts such as “national security,”
“public order,” “transitional period,” or “exceptional situation” allow
for indiscriminate action based on political interests for the
repression of ideological dissent.
Thirdly, we are concerned that the preamble of this law contextualizes
and aims to justify the adopted measures for the ongoing socio-political
mobilizations in different areas of the Spanish territory. Amical
Wikimedia, in this regard, has previously declared itself in favor of
the organization of actions that defend basic civil rights and the
freedom of expression throughout all the Catalan-speaking areas. The
abovementioned decree seriously violates the freedom of information,
which should be open and accessible to the public as is the case of
Wikipedia and its sister projects. Article 19 of the Universal
Declaration of Human Rights upholds that “Everyone has the right to
freedom of opinion and expression; this right includes freedom to hold
opinions without interference and to seek, receive and impart
information and ideas through any media and regardless of frontiers”.
There are recent precedents of digital censorship which have had very
serious social impact. In February 2014, the Turkish parliament passed
the Law No. 5651, granting new powers to the state telecommunications
authority regarding Internet regulation. A few years later, on April
2017 and making use of this law, access to all idiomatic versions of
Wikipedia were blocked based on Turkish Government claims of
state-funded terrorism on the English Wikipedia.
For all these reasons, Amical Wikimedia reaffirms its rejection of this
decree-law and demands its immediate withdrawal. Our organisation stands
unequivocally in favor of digital freedom and the human rights of
expression, peaceful assembly, and access to information.

A few weeks ago, I announced the new composition of the Board of Directors
of Wikimedia Canada. Now, I would like to introduce its new Executive
Committee, including a new President, that was nominated at the last Board
meeting on November 4th.
The new Executive Committee of Wikimedia Canada is composed of:

Our new President, Lëa-Kim, is a librarian at the Direction des
bibliothèques of Montreal City and a long-time Wikimedian. She is a member
of the Board of Directors since 2017 and was the Vice President for the
last year.
She will announce her vision and her priorities for Wikimedia Canada in the
next few days on the main page of WMCA's wiki [1]. She is currently in
Cambridge, Massachusetts participating in the WikiConference North America
[2].
Until then, here are the main priority axes of Wikimedia Canada for the
upcoming year:
- Developing the Wikimedia projects in the indigenous languages of Canada,
and improving content on Wikimedia projects about the indigenous peoples of
Canada.
- Increasing the diversity of contributors to free knowledge from Canada,
especially working towards reducing the gender gap on Wikimedia projects,
both in terms of contributors and content.
- Continuing to maintain a high level of corporate maturity and
professionalism within Wikimedia Canada, and obtaining the charity status
with the federal government in order to diversify our revenue streams.
- Expanding the activities of Wikimedia Canada across the country.

Hi all,
The Analytics team at the Wikimedia Foundation [0] has recently
started releasing monthly data that gives you some information about
the count of active editors [1] per country contributing to the
different Wikipedia language editions. You can review the full
announcement [2] and play with the data [3].
I'm sharing this information on this list as many of the activities of
affiliates and volunteers of Wikipedia are focused on specific
geographies (through organizing events such as editathons, building
partnerships, running contests such as Wiki Loves *) and you may be
interested in monitoring how the geography of the editors in your
projects change over time.
If you think the data is of interest to you and you need help using
it, I have some pre-baked news for you. ;) The Research team, which
I'm a member of, will start (experimental) monthly IRC office hours
starting January and you can drop by and ask for help to use the data.
(I also just noticed that Analytics will start their own office hours
in January [4] though I'm less sure about the scope of theirs.)

We are delighted to announce that the registration for the Wikimedia Summit
2020 [1], which will be held in Berlin from Friday, April 3, through
Sunday, April 5, is now open!
Following Katherine’s and Abraham’s invitation, we would like to provide
you with important information regarding the eligibility for participation,
participant number regulation, registration procedure, specifics in regards
to the travel and hotel booking as well as the visa application process.
== Eligibility criteria and participant number regulation ==
The eligibility criteria for participating in the Wikimedia Summit 2020 are
aligned to the Affiliates’ Agreements with the Wikimedia Foundation.
Chapters, Thematic Organizations, and User Groups must have shown signs of
recent activity (within the past six months as of September 30, 2019) and be
up-to-date on their reporting by the eligibility deadline (December 1, 2019).
[2] Moreover, affiliations need to have been officially recognized by the
Wikimedia Foundation before January 1, 2019. Before registering for the
conference, please check the eligibility and status overview of your
affiliate as well as the participant number regulation on meta [3].
== Registration information ==
We invite all eligible Wikimedia Affiliates to take part in the Wikimedia
Summit. To ensure that we use the in-person time as best as possible, we
ask Affiliates to only send delegates who will come with a good
understanding of the movement strategy process and the draft
recommendations, and are ready to take agency and responsibility to design
and implement the recommendations in collaboration with every part of the
Movement and our partners.
People, who are selected by their organization to represent them at the
conference, need to register via the registration form.[4] The registration
deadline is Monday at midnight CET, December 16, 2019. Please note that we
won’t be able to accept and process registrations
after this deadline.
We are looking forward to welcoming members of the Wikimedia Foundation
Board of Trustees and staff as well as the Affiliations Committee in
Berlin. We see a huge advantage in having their representatives participate
on site. Please also register via the registration link [4].
In addition to the core-conference, a post-conference “Train the trainers”
is organized by the WMF Community Development team. Should you be
interested in participating in this event, you can indicate your interest
in the registration form.

== Hotel and travel booking ==
The Wikimedia Summit will take place at the Seminar Campus Hotel in
Berlin’s green neighbourhood Dahlem.[6] A high number of hotel rooms
directly located in the same building have been reserved for the
conference participants. Based on WMDE’s great experiences at WikidataCon
and following our aim to reduce the environmental impact of this event, we
will provide vegetarian catering only during this event.
Representatives of affiliates with an annual plan grant (group 1) will need
to book and pay for their hotel rooms as well as travel individually. Our
hotel group code and price information can be found on meta [7].
Affiliates, which don’t receive funding via an annual plan grant (group 2),
will be supported by WMDE for their hotel needs and travel booking.
Members of the WMF Board, AffCom or WMF staff (group 3) receive travel and
hotel booking support by the WMF travel department.
As for additional participants specifically invited by the Program Curator,
Cornelius, to complement the conference program (group 4), WMDE will assist
you with your hotel and travel booking.
We advise you to check meta [3] to which group you belong to.
== Visa information ==
Please visit the website of the Department of Foreign Affairs in Berlin [8]
to find out whether you need a visa for travelling to Germany. In case you
are in need of a visa, we advise you to register until December 1, 2019, so
that WMDE can assist you with the application process and send you the
required visa documents sufficiently in advance. All relevant information
and necessary steps to undertake are also described on meta [9].
