Dear friends
It is my pleasure to announce the launch of a new project, "Kumusha
Takes Wiki".
Kumusha Takes Wiki is a project that aims at activating communities
across Africa to create and contribute freely-licensed information,
texts, images and media about their communities (villages, townships,
suburbs, inner cities, etc). It will use community journalism to gather
community-relevant information on heritage, culture, notable persons,
geographical features, among other things. It will give each community
an online presence that is 'owned' by the community, provide information
that can be pulled into Wikipedia, Wikimedia projects or OpenStreetMap
databases, and it hopes to add immeasurably to the understanding of
Africa to every human being on the planet (from the people in the
village to the person in New York, Mumbai or Milan). This project gives
a public voice to communities across Africa, empowering them to share
their own histories and, through training, to acquire valuable and
transferable skills.
The project was designed by Isla (South Africa) and I (France), with the
support of Iolenda (Italy) (yeahhhh, three wikiwomens !)
Without going much into details (see links below), let's say that this
project will involve Wikipedians in Residence in two African countries
(Ivory Coast and Uganda), training in South Africa, local events in the
two above listed countries and a big photographic contest involving the
entire African continent.
More information here:
https://meta.wikimedia.org/wiki/Kumusha_Takes_Wiki (available in French
and English)
For those unaware, the official languages of Uganda are English and
Swahili, whilst the official language of Ivory Coast is French. Our
project being bilingual is not a bug, it's a feature :)
I should probably outline that our goal is not so much about getting
african content in Wikipedia but more about outreach and awareness in
the field.
As such, the Wikipedians in Residence will not so much focus on getting
in touch and establishing partnerships with institutions in big cities
so that content may be freed and added to our projects (see the current
wikipedia description of a WiR:
https://en.wikipedia.org/wiki/Wikipedian_in_Residence).
Our "Residence" will be the "Kumusha" (a Shona term meaning "the place
where you come from"). Our WiR will rather try to activate the local
communities to help them discover our projects and share their heritage
with us. As such, the events are more likely to take place in little
villages, suburbs, shantytowns, camps, agricultural communities, than in
big cities. Participants are more likely to be teenagers with cellphones
than middle age men in suits. Data collected is perhaps more likely to
be geographical and social related data about a little city than high
level politics.
The project is financially supported by the Orange Foundation (France)
for Ivory Coast and Uganda... starting 1st of October !
A good part of the original submission made last spring is available
here for those interested :
https://meta.wikimedia.org/wiki/Activate_Africa_(Orange_Foundation)
I am very glad to have the opportunity to work on that project :) It is
a long way from my presentation back in Wikimania 2005 (Wikimedia
projects in the developing world:
https://meta.wikimedia.org/wiki/Wikimania05/Presentation-FD1)
As for Isla, she is involved in the WikiAfrica project
(https://meta.wikimedia.org/wiki/WikiAfrica_Cameroon) through the Africa
Centre, and some of you met her at Wikimania Hong Kong where she lead a
panel about Activating Africa
(https://wikimania2013.wikimedia.org/wiki/Submissions/Activating_Africa).
Our twitter handle is @KumushaWiki
You are naturally welcome to comment, criticize, relay, participate,
support and copy :)

https://meta.wikimedia.org/wiki/October_2013_private_data_security_issue
On October 1, 2013, we learned about an implementation error that made
private user information (specifically, user email addresses, password
hashes, session tokens, and last login timestamp) for approximately
37,000 Wikimedia project users accessible to volunteers with access to
the Wikimedia "LabsDB" infrastructure.
LabsDB, launched in May 2013, is designed to give volunteers the
ability to write tools and generate reports that make use of data from
our databases in real-time. This supports bottom-up innovation by the
Wikimedia community. As part of this process, private data is
automatically redacted before volunteers are given access to the data.
Unfortunately, for some of Wikimedia’s wikis[1], the database triggers
used to redact private data failed to take effect due to a schema
incompatibility, and LabsDB users had access to private user data for
some user accounts in these specific wiki databases. As of October 1,
228 users have access to LabsDB, and the window of availability of
this data was May 29, 2013 to October 1, 2013.
This issue was discovered and reported by a trusted volunteer, and
access to the data in question was revoked within 15 minutes of the
report. We have no evidence to suggest that the private data in
question was exported in bulk or used for malicious purposes, but we
cannot definitively exclude the possibility. As a precautionary
measure, we have invalidated all affected user sessions, and are
requiring affected users to change their password on their next login.
We have also sent an email notification to affected users with a
confirmed email address.
We regret this mistake. LabsDB is still a new part of our
infrastructure, and we will fully audit the redaction process, so as
to minimize any risk of a future mistake of this nature.
Sincerely,
Erik Moeller

Oliver,
In your earlier email you wrote, "drop me an email and I'll put you in touch."
Would you please ask the appropriate Foundation officials whether they
are willing to sponsor a competition among the other nine top-10
websites to judge which of them are capable of driving the largest
number of user referral log entries to the TAFI blurb?
Sincerely,
James Salsman

Dear Wikimedia friends,
following up on the emails Asaf and I sent a few weeks ago, I have now
drafted the bidding process to decide upon the location for next
year’s Wikimedia Conference. This event will not only host the annual
Chapters’/Affiliates’ conference, but also the WMF board, FDC and
AffCom meetings and is meant to take place in April 2014 (tbc).
https://meta.wikimedia.org/wiki/Talk:Future_of_the_Wikimedia_Conference#Bid…
== LOCATION COMMITTEE ==
I would like to see a small location committee (3 representatives of
affiliates, 1 AffCom and 1 WMF) to decide about the hosting chapter.
Asaf and Bence already agreed upon joining the committee, and it would
be nice to see someone from WMIT there, as they have the freshest
experience. So if you have severe experience with conference
organisation, please consider joining the committee now!
== WANNA HOST WMCON 2014? ==
All chapters who are interested in organising the conference in 2014
are invited to place a short bid on Meta. The bids should be made
until 30 September, a decision should be available before 15 October.
The winning organisation will be responsible for all the logistics, as
in: venue, catering, travel and visa arrangements, accommodation,
technical equipment, social events, communication with and support for
the participants, coordination with the programme committee and the
facilitators.
I hope that if we can take the logistics and location for granted,
this will help us focus on the content and sustainability of the
event. I have written more about the programme part on Meta.
Thanks to Asaf and Bence for giving their valuable input to the set-up
of this process. Since WMDE has kind of a traditional interest in
having a good conference, I am happy to take a leading role in
organising this process. Any help is highly appreciated! I am looking
forward to an exciting Wikimedia Conference 2014. \o/

Greetings, Wikimedia community,
I am happy to announce that 2013-2014 Round 1 of the Funds Dissemination
Committee’s (FDC) annual plan grants process has begun! Eleven
Wikimedia-affiliated entities submitted proposals based on their annual
plans (which include programmatic and administrative costs) for funding
requests totaling nearly US$6 million. I want to thank them for their time
and effort in submitting these annual plan grant proposals to the FDC.
We now launch the community review period to help the FDC strategically
allocate movements funds. From now until October 31, we invite you,
members of the Wikimedia community, to review the proposals, provide
thoughts and ask questions on the discussion pages of the proposals. [1]
More about community review: The FDC proposal submission deadline (October
1) is followed by a 30-day open comment period when community members are
asked to provide input on and ask questions about specific proposals.
During this period, entities that submitted proposals are asked to respond
to input and questions about their proposals on the discussion pages.
Entities are not able to change the proposal itself after the submission
deadline. All community input and entity responses are submitted with the
proposal submitted to the FDC. While the community may comment on proposals
after the open comment period closes on October 31, the FDC may not be able
to take comments made after this period into consideration.
How to join in the review: To take a look at the FDC round 1 proposals,
please visit the community review page [1], which links to the submitted
proposals. While the proposals are unfortunately only available in English,
we hope that the 30 day review period will help address this challenge.
Your comments on the discussion pages do not need to be in English,
however.
*Why your feedback matters: *Community review can help to bring an in-depth
and robust review to each submitted proposal. The FDC seriously values the
input and feedback of the Wikimedia community. Therefore, they ask for your
comments and questions on these proposals in order to consider the
potential impact of movement funds. Also, the community review process
helps to ensure that the grantmaking is a transparent and collaborative
process.
Finally, here are a few milestones to keep in mind with the FDC process
[2]:
- 2-31 Oct 2013: Community review period of Round 1 proposals
- 8 Nov 2013: FDC staff assessment of Round 1 proposals published
- 8 Nov 2013: Letter of Intent deadline for 2013-2014 Round 2
- 17-21 Nov 2013: FDC face-to-face deliberations on Round 1 proposals
- 1 Dec 2013: FDC recommendation on Round 1 proposals published
- 1 Jan 2014: Board decision on FDC's Round 1 recommendations published
Please let us know if you have any questions, concerns, or feedback on the
process. The FDC support staff can be reached at FDCsupport(a)wikimedia.org
Warm regards,
Katy Love

Hi, everyone.
I have finally uploaded my Wikimania talk to Commons. It took some time to
add links and explanatory notes that were spoken aloud at Wikimania, hence
the delay.
https://commons.wikimedia.org/wiki/File:WMF%27s_New_Global_South_Strategy.p…
If you have read it elsewhere (I had to upload my speaking copy to a
temporary space for the venue computer to present from, but it was not
meant for reading, and was not shared by me), I encourage you to read this
expanded version -- it will make a lot more sense.
If you have linked to the temporary copy somewhere, please do change the
link or re-share with this full version.
I welcome discussion and questions.
Cheers,
Asaf
