You can already add and test campaigns on commons.prototype.wikimedia.org, you might have to ask Maarten for the necessary user rights (no SUL, unfortunately)
Even if I got a user rights - there is big question - what to do next? How to create a new comaping? How to translate it and add links to the local list of monuments?
