Excuse me if I misunderstand something, but why should it go through customs at all? We are talking about posters, right? Is it not easier to print the posters locally?
It is not even yet set in stone that the exhibition will be travelling to Russia, as it is my belief that--once again--we are having difficulties reaching the team behind Wiki Loves Monuments 2012 in Russia.
For now, the exhibition is organised so we do not have to cover the costs of printing several different posters and manage them all at the same time. We decided to print them in one place and then ship the exhibition around the world to guarantee almost the same experience for all visitors -- something that does not necessarily need to be reached with different exhibitions printed on different materials and using different techniques.
Of course, as the images are released under CC-BY-SA 3.0 (localised), everyone is welcome to create their own exhibition by taking a leaf out of Wikimedia Poland's book.
