The UploadWizard rightly didn't add {{Wiki Loves Monuments 2012|ua}}, it was added hours later by A1, http://commons.wikimedia.org/w/index.php?title=File:%D0%9F%D0%B0%D0%BC%E2%80...

So it would a priori not participate (uploaded at 19:41, contest opening at 21:00). As local organisers you might bend the rules to decide otherwise, of course.

Note that the UploadWizard will do the same at the end. It will be possible to upload with the UploadWizard, but the images won't have the {{Wiki Loves Monuments 2012}}, which is what marks them as participants of WLM.
