Please look at http://meta.wikimedia.org/w/index.php?title=Special:NoticeTemplate/view&... see if your local site is already set up, and if is not, send me a mail[1] with the site and country code.
And please also look here: http://meta.wikimedia.org/w/index.php?title=Special:CentralNotice&method... see if we forgot to set the banner for your country. If so, send me a mail and i will activate it.

Hi all,
I have had a few questions about this, so I'll just email this around :) The banners are not up yet, because they are planned to go live on Saturday. It is not a mistake in your country, it is just deliberate so that we can take out all mistakes and test everything thoroughly before the traffic hits us :)
