We published a timeline. Some countries didn't stick to this timeline. This might have affected the success of WLM in these countries. We're going to do evaluations. Let's wait with drawing conclusions until then.

I partially agree with you. Here in Norway it has been a big drawback that WLM didn't start until September, and also has been almost invisible, at least in Norway :(. Starting earlier would enable participants to photograph during their holidays, and also even possibly inside monuments - many close in August when the schools start again. Also, the weather is a part of the problem... So, at least publishing lists earlier, and thus enabling ppl making photos inside (where allowed) could be great.

What amazes me more than the actual numbers of uploads is also the
number
of new users with more than one upload - this is a big improvement over
last
year and shows that the combination of the new uploader on Commons
with the
"campaign" tactics of the WLM organizers has really made a
difference. I am
already looking forward to our evaluation to see if anyone has any
more
brillant ideas to help us increase participation next year...
But what could we do next year to beat this result? Better mapping?
Better
id-lookups? Multi-lingual lists? All of EU? Africa? China? Alaska?
Mars?

Again, I will write my opinion and suggestions in more details in the beginning October, not to start the discussion now, but I think for most countries (in particular, for the Netherlands) we will not be able to beat this year in terms of the number of pictures because the monuments will be over (in the Netherlands we are approaching now to the 60% mark, and by next September I hope it will be more like 75%, without anything left in the centers of big cities). I am not even sure that the Netherlands will repeat the last year mark in terms of the number of pictures this year. My vision is that we we should go to different dimensions, the most obvious being article creation, and differentiate the countries - at least those with the most monuments pictured from those which are only at the beginning. I think it is pretty much obvious we can not expand forever.
