I moved Serbia from the possibly participating countries to the participating countries, as Lodewijk noticed.
Also, about the Welcome page - I believe it is obvious that the text "Wiki Loves Monuments" is clickable, since the mouse cursor changes to the hand cursor. But, if you think it might add confusion - we can remove that welcome page and skip to the Homepage.
