I have tested this behavior with 3 browser (Chromium, Firefox, Epiphany on Linux) and I was wondering if this is intended.
Shouldn't the banner visible for everyone.
I saw a fundraising banner. The fundraising goes on almost all year long; WLM banner is not at full capacity (you have to check on [[m:Special:CentralNotice]] what the weight of each banner is to get the proportions).
