Thanks Nuno, that's what I guessed the definition was but I wasn't sure.
Is it possible to find a "first upload" date (ideally on either commons or any other wikimedia wiki)?

Hmm, so if someone never went to commons (but has been very active on one wiki and has SUL), and has an account automatically created there, will that be a new user or an old user? Unsure what user_registration date is given then :)
